A village across two towns
North Syracuse is a village located partly in the Town of Clay and partly in the Town of Cicero (Wikipedia: North Syracuse, New York). It grew quickly in the middle of the 1900s as Syracuse expanded north along U.S. Route 11 and the airport developed nearby. The village has its own government and code enforcement, separate from the two towns around it.
Capes, ranches and ice dams
Many North Syracuse homes are capes and small ranches built in the 1940s through 1960s. Capes in particular are prone to ice dams. Their upstairs rooms sit right under the roof slope, leaving little space for insulation and airflow, so heat reaches the roof deck easily. The U.S. Department of Energy's Energy Saver pages explain how air sealing and insulation slow that heat loss (U.S. Department of Energy, Energy Saver). When a cape here gets a new roof, it is worth asking how ventilation will work along those sloped ceilings and how far the eave ice barrier will run.
Small lots
Lots in the village are modest, and driveways are short. Roofing jobs need a plan for where the dumpster goes, how debris comes off without hitting the neighbor's house, and how the yard is protected.
Weather
North Syracuse shares the lake-effect snow and summer thunderstorms of the rest of the north side, with National Weather Service Binghamton warnings covering the area (National Weather Service Binghamton (forecast office for Onondaga County)). Older shingles on south-facing slopes tend to wear first from sun and freeze-thaw cycling.
Permits
For addresses inside the village, the Village of North Syracuse handles permits. Homes just outside the village line fall under Clay or Cicero.
Nearby
Clay surrounds the village to the west and north, Cicero to the east, and Liverpool and Syracuse lie to the south and southwest.

Roofing questions from North Syracuse
Why do capes in North Syracuse get ice dams?
Upstairs rooms under the roof slope leave little room for insulation and ventilation, so heat melts snow from below.
Who issues roof permits in North Syracuse?
The Village of North Syracuse for addresses inside the village. Outside the village line, Clay or Cicero.
Is a small lot a problem for a roof job?
It just takes planning for the dumpster, debris and protecting neighboring houses and yards.
Can ventilation be improved on a cape?
Often, with soffit intake, baffles along sloped ceilings and ridge exhaust. Options depend on how the house was built.
